check this website out
http://www.petersons.com/education_planner/paying_article.asp?sponsor=2859&articleName=NCAA_Scholarship_Limits

it gives a list of all scholarships for each sport in each division (excluding Div III as they don't have scholarships.)

But to answer your question the team is allowed to have 36 scholarships for the entire team
References :
You mean a FCS team. The division that has a playoff. If my memory serves me correctly I think they are allowed 15 scholarships a year.
A few years back NCAA ordered all NCAA teams to reduce its roster
size and I believe that effected scholarship amounts too. I know old
div 1 or BCS now was allowed 5 more scholars a year than div 2 teams.
Dont sound like much, but you add yr to yr it will add up. In two yrs Ohios St will have 10 more scholarship players than lets say it in state
college team Youngstown St.
Im pretty sure its 15 a yr. Um BCS is allowed 20 I think. Whatever BCS is permitted a year subtract 5 from that and thats your FCS total
scholarships permitted each yr.
