Yes, it’s more or less true.
Since last year it depends on in which federal state you study. As far as I know Berlin, Brandenburg, Mecklenburg-Vorpommern, Rheinland-Pfalz, Sachsen-Anhalt, Sachsen, Thüringen and Schleswig-Holstein have no tuition fees. Some universities in these federal states are for instance:
- Friedrich Schiller Universität Jena
- Technische Universität Dresden
- Universität Leipzig
- Humboldt-Universität Berlin

(And you don’t need very good grades for all subjects *g*).

The fees for the universities in all other federal states in Germany are about 500 Euro per term (half year).
